そんなの無理だろ。モニター自体が光を発しているのでマット感を出すのは難しい。でも近づけてみたい。
白地に黒字というシンプルな組み合わせを選ぶ場合「黒」の色選択は慎重に選びたい。デフォルト黒＃000000だと光沢がありすぎ。たぶんほとんど人が使ってないと思うけど？
黒の中から適当なものを選んでみた。

#2b2b2b 自分的には黒すぎずボケすぎずお気に入り。
#4b4b4b 微妙にグレー寄り、これ以上は明らかなグレーに見えるので不可。
#495057 青寄りの黒。
#575649 赤寄りの黒。
本文とかだと文字の太さがが細くなるので大きな変化はほぼ無い。#000000は文字数の多いページは見た目がベタッとして重くなる。サンプル文章はLed Zeppelin『Stairway to Heaven』より勝手に抜粋。

タイトルとかアイコンだとそれな入りに違いがはっきりする。アイコンを一覧にするとかの場合は#000000は完全NG（自己判断）だな。重いよ。#495057前後だな。

背景にすると#2b2b2bがマットな感じに見えるが。どうだろう。背景で見てしまうと他はもはや黒ではないな。
てことで、黒でも色の範囲は広いのでいろいろ検討してみるべし。背景が白地以外だとまた見え方が変わったりする。色見本が全てではない。ベストな色を追求しよう。
